And it was to Sinhalese-Buddhist iconography that  Sinhala Sri Lankan President Chandrika Kumaratunga also resorted in December 1995. Recent instances of the use of the 'Sannasa' include President Kumaratunga receiving the Sannasa from Diyawadana Nilame in 2001 and the Sinhala Urumaya political party receiving its manifesto at its official launch in 2000. It appears that Sinhala President Rajapakse ensured that the presentation of the Sannasas  on 19 July 2007 was accompanied by the firing of 21 volleys  by his armed forces to emphasise (and have recourse to) the 'power' of  Sinhala Buddhist 'iconography' in a so called 'Sri Lankan' nation."

They could have drafted it in two weeks. Had they done so, it would have failed.
