"...the Shanghai Cooperation Organization (SCO)
- has emerged as a potential rival to Western groups. Formed in June
2001 as a regional coalition between Russia, China, Kazakhstan,
Kyrgyzstan, Tajikistan, and Uzbekistan, the group endeavors to
become "a mature and confident regional force" focused on
counter-terrorism, trade, and other economic policies. Its influence
may ultimately extend far beyond its current member states... While
the United States has chosen to stand aloof from bodies like the ICC
and HRC, at the SCO the tables are turned: In 2006 the SCO denied
America's request for observer status, though India, Pakistan,
Mongolia, and Iran all got the nod the previous year. Sri Lanka,
Bangladesh, and Nepal have lined up to participate next. ..By
fostering collaboration on the exploitation of the region's rich
energy resources, the SCO could be in a position to ensure China's
privileged access to oil and gas. Cambridge academic David Wall
judged that its members' control over oil and gas reserves could
make the SCO into an "OPEC with bombs.""

share. Culture is born of a need or cause which galvanises a group
because of the intrinsic underpinning values which appeal to them
personally...Culture is bought and not sold. People
buy into culture when the leader �walks the talk'. If there is
an alignment between what the leader says and what he or she does,
people will embrace that change and it will create a momentum of its
own..."

Amnesty,
Cricket and the War in Sri Lanka - Nadesan Satyendra
"..The current Amnesty Campaign slogan calling upon Sri Lanka to
play by the rules is unfortunate. It is unfortunate not because it
brings politics into sport. It is unfortunate because it suggests
that the
genocidal
war in which Sri Lanka is engaged is a game and that all that
needs to be done is to secure that the rules of the "game" are
observed. The armed conflict in the island of Sri Lanka is not a
game. War is not cricket. It is bloody. And Amnesty's call for
umpires, borders on farce.
Amnesty says "just as
cricket flourishes through respect for its rules so all sides in Sri
Lanka must respect the rules of armed conflict. Monitors are needed
to act as an impartial watchdog in order to document and investigate
the increasing number of abuses." But where will these 'impartial
watch dogs' come from so that 'just as cricket flourishes through
respect for its rules' armed conflict may also 'flourish'? .."

not terrorism. The war against Hitler was violent but it was not
terrorism...What are the circumstances in which a people ruled by an alien
people may lawfully
resort to arms to resist that alien rule and secure freedom? Or is it that
there are no circumstances in which a people ruled by an alien people may
lawfully resort to arms to liberate themselves? And if all resort to
violence to secure political ends is not terrorism then, by all means let us
address the question:

all regions of the world conflicts turn violent over the desire for
full control by state governments, on the one hand, and
claims to self-determination (in a broad sense) by peoples, minorities
or other communities, on the other. Where governments recognise and respect
the
right to
self-determination, a people
can effectuate it in a peaceful manner. Where governments
choose to use force to crush or prevent the movement, or where they
attempt to impose
assimilationist
policies against the
wishes of a people, this polarises demands and generally results in
armed conflict. The Tamils, for example, were not seeking independence
and were not using violence in the 1970s.
The government response to
further deny the Tamil people equal expression of their distinct
identity
led to armed confrontation and a war of secession..."

"Sri Lanka�s military has adopted a near fool-proof system to ensure
that the main air force base and the adjoining international airport
are protected against possible Tiger aerial strikes, a top defense
source said today... "We will send airmen to man coconut tree
tops and look out for any enemy aircraft," the source said adding
that the failure of the Indian-installed radar made the military
look closer home. "This is a fool proof system. There are built-in
safeguards against an airman sleeping on the job. If he does, he
will fall off the tree like a coconut," he said.
