"India's growing desperation in
wanting to resolve Iran's nuclear crisis diplomatically has
more to do with its own foreign policy dilemmas than any
desire to punish Iran. After voting for a U.S.-backed
International Atomic Energy Agency (I.A.E.A.) resolution on
September 24, 2005 that condemned Iran for not complying
with the Nuclear Non-Proliferation Treaty (N.P.T.), New
Delhi frantically hopes that in the November 24 meeting of
the I.A.E.A. it will not be forced to endorse a resolution
calling for the immediate referral of Iran's nuclear program
to the U.N. Security Council. Conflicting signals emanating
from New Delhi underscore the different pressures facing the
Congress-led government of Prime Minister Manmohan Singh.

the Department of Foreign Affairs in 2003 "...The total
number of people from Sri Lanka living in Switzerland,
including those who have obtained Swiss citizenship, was
38,310 at the end of 2002. By way of comparison, this is
almost a third of the population of the city of Berne or
almost half the population of the town of Galle, a port in
the south of Sri Lanka.The high level of immigration from
Sri Lanka has been a challenge for Switzerland. In general,
Switzerland has problems with the topic of immigration, as
is illustrated by the federal referendum of November 2002.
Many Swiss people ... are worried because there are
some asylum seekers who resort to crime and in so doing give
other asylum seekers a bad name. The Tamils in Switzerland
have demonstrated that in their case such fears are largely
unfounded..."

vitiated by the draconian provisions of the law itself
- the (TADA) provisions, which
in the assessment of Amnesty International, contravened
'several international standards for fair trial, including
the holding of trials in camera (inside Poonamallee jail)
and the non-disclosure of the identity of witnesses'?...
What reliance may be placed on the results of a police
investigation which was subject to immense political
pressure to 'deliver the goods'? What weight may be
placed on the testimony of witnesses whose identities were
not disclosed - secret witnesses who stood behind a screen
to answer Counsel's queries? What value may be placed on
confessions secured in a police dominated environment where
torture was 'routine'?... (is it not wrong) to seek to
punish on the basis of
a secret trial which, in truth, was no trial at all - a �show
trial� with a pre ordained ending with features which,
to many Tamils, may invite comparison with the infamous show
trials of 1936 under Stalin�s regime in the then Soviet
Union..."

California, USA "Winner of the Katha Chudamani Award,
Sundara Ramaswamy authored several novels, including ''JJ
Silakurippugal'' and ''Puliamarathin Kathai'' (Story

after the EU travel ban reflects that view. In it, the
Assistant Secretary was quoted as saying that she �believed
the ban would remain till the purpose of imposing it was

a significant and stable constituency for peace.... PR has
produced more moderate mainstream parties, whilst
encouraging more communalist minority parties. Furthermore,
a political settlement requires state reform and thus
constitutional change, but achieving the necessary two
thirds majority in parliament is less likely under the PR
