"We are shocked and saddened by the brutal murder of Joseph
Pararajasingham..." Statement by Fifteen Tamil Organisations
in USA... "The international community must take concrete actions to
stop Sri Lanka State terrorism. We are aware that when known leaders of
the Tamil struggle are killed, such as Mr. Kausalyan, the head of LTTE�s
Eastern political wing and the head of the Eastern Tsunami
reconstruction efforts, and Mr. Chandra Nehru, the Human Rights activist
and journalist Taraki, the international community expressed concerns.
However, the assassination of Mr. Joseph Pararajasingham demonstrates
that these concerns have not had any effect on the Sri Lankan government.
It is appalling that these and other deaths are never investigated fully
and brought to any conclusion. The impunity with which Tamils killings
are never properly investigated or punished including mass murders are
an encouragement for the armed forces to continue with their killings.
However the LTTE is blamed without any effective investigation. This is
part of the war to marginalize and dehumanize the only force that can
effectively speak up for the Tamils..."

working respectively for the Tamil language dailies Thinakkural,
Thinakaran and Namathu Eelanadu, were clubbed while covering a student
demonstration in the northern city of Jaffna on 19 December. Their work

Withdraw armed forces from civilian inhabited areas in NorthEast - Tamil

"The Tamil National Alliance vehemently condemns the conduct of the Sri
Lankan armed forces not only with regard to the practice of State Terror
against unarmed innocent Tamil civilians, but also the brutal

"It is important that the SLMM maintains an
even handed approach and its findings are not arbitrary but made on
reasonable grounds. The SLMM should not succumb to pressure by the
Sri Lanka government and rush to conclusions which cannot be supported
by reason. A failure to adopt an even handed approach will threaten the
credibility of the SLMM itself and in that way jeopardise the Peace
Process which the SLMM is at pains to safeguard."

time "...A frightened Sinhala nation is today fighting for time.
The government forces right now are not at all ready for any
confrontation with the LTTE. This was borne out by the tame answers
given by the Sri Lankan armed forces chiefs at a news conference they
gave in Colombo on December 9. ... The sudden climb down of the
President on many issues reveals a desperate attempt to proceed with the
peace process, not because the peace process was important, but time was
required to prepare for war. Both bedmates of Mr.Rajapakse, the JVP and
the JHU, have been agitating for the expulsion of Norway from the
negotiating process, but now Mr.Rajapakse has pocketed his pride and
asked Norway to come back. The government is also prepared to give up
the early demand that all talks should be held on Sri Lankan soil..."

engaging the Sri Lankan conflict:
(a) to deal directly with Sri Lanka only;
(b) to provide direct military support or action into the conflict;
(c) to cooperate and engage with both India and Sri Lanka and use
India�s regional power status; or
(d) to encourage the continuation of mediation of the conflict between the
two leading parties.
U.S. policymakers can enact these recommendations
either exclusively or in combination. ... U.S. diplomatic options are
clearly limited by concerns of reaction from India and a secondary goal of
gaining port access to Trincomalee for its Fifth Fleet.
The United States is currently seeking to develop a more friendly relationship
with India vis-�-vis joint military exercises. If the goal is to develop closer
ties with a credible regional counter-weight to increasing PRC presence in the
Indian Ocean and South China Sea, Washington is perhaps better off, for the
time being, not agitating New Delhi by intruding into its sphere of
influence..."

Norway to Consolidate India's Support Before Facilitating Next Round of
Talks "..Hours after Sri Lanka�s new President overturned an
earlier statement and asked Norway to resume its role as facilitator of
peace talks between the government and Tamil rebels, Norwegian Prime
Minister Jens Stoltenberg arrived in New Delhi to consolidate
India�s support
before facilitating the initiation of the next round of talks...
Stoltenberg said, ��If they don�t want us, we have other things to do.
We are interested in facilitating talks only if both parties are serious
about reaching a resolution. If they�re not willing, there is no role
for Norway.�� He said the main challenge now was to get the peace
process back on track. ��The distance between the two parties has
become too big, and that�s why there have been differences.�� ��

Clause 1.8 key to saving truce - Tamil Guardian "..Colombo�s
schoolyard politics of sneak attacks and claims of innocence have been
tolerated by the international community for too long. The Co-chairs
must exert their influence with the new Sri Lankan administration to
demonstrably implement
Clause 1.8 of the Ceasefire Agreement immediately. A period of

"In analysing Indian expansionism we must turn to three levels at which
the denial of the rights of nationalities and nations operates. The
first is the centralisation of powers in Delhi and the economic,
political and linguistic - cultural suppression of non-Hindi
nationalities, manifested in the blocking of the paths of development of
the existing or aspiring national (regional) formations. The second
is the denial of the right of secession of the border nationalities that
either wish to secede (Nagas and Mizos) or do not accept their
integration in India (Kashmiris). The third is the whittling down
of the sovereignty of the neighbouring small powers of South Asia. The
economic, political, military and cultural-linguistic processes operate
at all three levels simultaneously. For example, we have existing today,
the linguistic suppression of the Tamils, the military denial of the
Sikh demand for federalism, the military suppression of the Naga
movement for succession and the whittling down of Sri Lanka�s
sovereignty - all operating together."

India's Major General Mehta on the Pooneryn Debacle "In Sri Lanka, the
IPKF did not have an end game. So they got roughed up without learning any
lessons for the future. It was an unwieldy conventional army, not designed for
low intensity warfare to tame the Tiger (LTTE)... The LTTE must be credited with
a near maniacal sense of motivation which compensates for the slightest
imperfection in military skills. .. Over the years they have become a highly
disciplined and versatile guerrilla force with a bewildering range of military
expertise. Prabaharan is easily the greatest living leader of a guerrilla
movement of his time... The author is also of the opinion that the finesse with
which the LTTE have humbled the IPKF earlier, and the Sri Lankan Army now,
should find a place in the "Hall of Revolutionary Fame."
