The history of independent Sri Lanka has demonstrated that institutions of the central government – in whatever form – have failed to uphold the rights and liberties of the Tamil people. If there indeed were to be a majority in the Tamil areas for ‘federalism’ at the referendum, the government would use it as a popular mandate not to implement devolution power, but as a verdict against separation.
