But it is equally true that the American elite has grown adept at using the black middle and management class. Sri Lanka: The State Changes Face - Jayadeva Uyangoda "..I believed for quite some time that ethnic majoritarianism is a political condition that the political leaders of the majority community impose by means of coercion on the ethnic minorities. It accords an unequal, at best second class, status to the minorities. Minorities do not accept majoritarianism and they resist it. That is why ethnic conflicts flare up. Observing how the Tamil and Muslim political parties in Sri Lanka have come to accept the second class and unequal status with great pleasure, I changed, realising that my understanding of majoritarianism was an incomplete one. I now know that ethnic majoritarianism is not necessarily coercive. It has a strong element of consent of the minorities, or at least their political leaders. Majoritarianism is completed when the political representatives of the minorities accept, with happiness and even in intense competition with each other, the condition of inequality. They do so in exchange of other benefits which are usually couched in the respectable language of �development assistance to our community�.

Dr.Uyangoda is right to point out that 'majoritarianism is completed when the political representatives of the minorities accept, with happiness and even in intense competition with each other, the condition of inequality.' But we believe he is wrong when he says that 'ethnic majoritarianism is not necessarily coercive'. Rule by a permanent ethnic majority is coercive. It is rule directed to enforce the 'consent' of the ruled to alien rule. And resistance to such alien rule comes with a price tag. Freedom is never free. Unsurprisingly not everybody is willing to pay the price - in word and in deed. And the people of Tamil Eelam are no different to those of other nations. "..The posturing by Jayalalitha and Karunanidhi (whatever may be their motives) is, in the final analysis, an appeal to an underlying Tamil national consciousness, and therefore their actions will help to nurture Tamil togetherness - and for that reason will be welcomed by many Tamils and used by them to further strengthen that Tamil togetherness. Tamils committed to freedom may strike together with those who do not have the same commitment, but they will continue to organise separately so that they may preserve the integrity of their own purpose. The old advice: 'Strike together but march separately' still holds good. Time does not stand still... And the togetherness of the Tamil people living in many lands has grown from year to year and that particular river is not about to flow backwards.
