Crouching Tiger: Prabhakaran still has enough grit to continue the fight

I cannot know what is going on in Prabhakaran's head, but I am certain he is neither frightened nor desperate. He is not afraid of death. He has been courting it since he was 17. He is an indefatigable warrior, one who is philosophically detached from all things tactical. Yet, paradoxically, in achieving his strategic goal of Tamil Eelam, he displays an unwavering attachment.

I doubt whether these military setbacks will discourage, undermine or erode his confidence or commitment to his goal. He is very clear in his mind-he is fighting to liberate his people. For that principle he lives. For that principle he fights. And for that principle he is willing to die. Victories and defeats come and go. Territories are lost and won. Cadres die, comrades betray. But to his dying breath, he will remain true to Eelam.

In the 30 years that I have written about this conflict, never has the LTTE been so alone and friendless in its struggle. Prabhakaran is a victim of a combination of his actions and international circumstances. By assassinating Rajiv Gandhi, he made an implacable foe of India.

But long before the assassination of Rajiv Gandhi, India had made clear her intentions in relation to the Tamil Eelam strrugle for freedom.

And after 9/11, George Bush's war on terror created zero tolerance for terrorism around the world. It also blurred distinctions between terrorist organisations and national liberation groups.

But the US banned the LTTE in October 1997, four years before 9/11/2001 and the EU did not ban the LTTE until May 2006, four years after 9/11/2001. We would suggest that the ban on the LTTE had little to do with the so called war on terror but everything to do with coercing the LTTE to fall in line with the strategic interests of the tri laterals (US, EU & Japan) and give up its demand for an independent Tamil Eelam - strategic interests which were determined by the uneasy balance of power in the Indian Ocean region.

There is no liberation army in the world that has not faced state terror and in turn used terror as a tactic to pursue its nationalist goals. Netaji Subhas Chandra Bose and Bhagat Singh -Prabhakaran considers them heroes - were designated terrorists by the British rulers of India. Until recently, Nelson Mandela was on the list of terrorists.

The LTTE is banned as a terrorist organisation in some 30 countries. That has given the Sri Lankan government global sanction to destroy the LTTE. But in doing so, the international community has allowed a disaster of epic proportion to unfold. This is not an LTTE, but a Tamil tragedy. Nowhere in the world has a government been continuously bombing its own civilians for over a year. This is a crime Israeli, American and NATO forces are not guilty of.

A designated No Fire Zone has turned into a vast death chamber for Tamil civilians, trapped between the LTTE and the attacking army.

The horrific truth is that faced with the unity of a whole people in their struggle for freedom from alien Sinhala rule, Sri Lanka has resorted to the anti guerrilla strategy of the genocidal destruction of that people, in other words, the civilians, women and children. Tamil civilians are not 'trapped' in the fighting in the Vanni or in the crossfire but are being deliberately targeted and killed by Sri Lanka armed forces. President Rajapaksa's murderous regime is following in the footsteps of the notorious Guatemala Gen. Efrain Rios who declared in the 1980s that if the guerrilla moves amongst the people as a fish swims in the sea then, 'if you cannot catch the fish, you have to drain the sea.'

Nowhere else in the world is a war being waged without outsiders and independent witnesses, not in Iraq, not in Afghanistan, not in Gaza. But in Sri Lanka, the media and NGOs have been banned from the war zone, and the International Committee of the Red Cross, among the lone relief workers there, has described the civilian situation as catastrophic. A quarter of a million Tamils uprooted. Tens of thousands imprisoned in refugee camps. Thousands killed and maimed.

Those who say the Tamils deserve this fate because they supported Prabhakaran are heartless and blind. There are many who support him and many who don't. Either way, they don't have the power to influence him. Is it then justifiable to punish ordinary civilians? Is it fair to kill Americans for the sin that Bush committed in Iraq, even though they not only elected, but re-elected him? The Sri Lankan army cannot be faulted for trying to destroy the LTTE. But the Sri Lankan government cannot condone or justify destroying Tamils and their homeland in the process.

But this only strengthens Prabhakaran. Politicians and bureaucrats don't realise that the LTTE welcomes war. It swells its ranks, reaffirms its raison d'étre, it produces more emotional support for a separate state. From the previous wars that I have witnessed (journalists could manage to get in then), LTTE cadres love fighting. During peacetime, LTTE guerrillas are disciplined and restrained. In battle, there is a complete makeover. They are highly excitable, almost gleeful.

The LTTE has been written off many times before. Prabhakaran has been 'killed' or 'nearly killed' many times in the past. If the army ever reaches his bunker, he will swallow his cyanide and the legend of Prabhakaran will probably attain mythical proportions. Lacking independent assessments, journalists repeat Sri Lankan claims that this is the end game, this is Prabhakaran's last stand.

Judging from the past, I doubt it. Sure, the Sri Lankan army will wrest the last piece of land from Prabhakaran's grip. But that doesn't mean the end of the LTTE. They will revert to what they are best at-guerrilla warfare, striking when least expected. As armies before have realised, conquering territory is one thing, holding onto it opens a Pandora's box of problems.

Prabhakaran has lost wars before. He had created a de facto Tamil Eelam with its own army, police, courts and taxation system not once, but several times in the past-only to have it all smashed and wiped out. And he had to start all over again. At 54, Prabhakaran still has enough grit to start again and continue for another 20 years.

In the meantime, he will be watching the Indian elections closely to see which dispensation takes charge in New Delhi. He will be watching to see if there is a popular upsurge of support in Tamil Nadu for the plight of Tamils across the Palk Strait. He will be watching the disastrous impact of war on Sri Lanka's economy. He will be watching Hillary Clinton who said there should be a 'nuanced' approach to dealing with terrorism. He will be watching President Barack Obama who rightly analysed that conflicts stem from our perception of 'the other'.

Today, Prabhakaran's situation looks dire. But the wheels of fortune are not static. Things change. America has changed. The world is changing. Capitalism is discredited. Socialism sneaks in from the backdoor. Big banks have gone bust. Misery replaces prosperity in headlines. As new winds blow away many certitudes of the recent past, new opportunities, alignments and paradigms take their place on the world stage. And they will inexorably weave their impact in remote corners of faraway Sri Lanka, this beautiful emerald teardrop island that awaits its tryst with peace

தொடர்ந்து போரிடுவதற்கு தமிழீழ விடுதலைப் புலிகளின் தலைவர் வேலுப்பிள்ளை பிரபாகரனுக்கு இன்னும் போதிய மன உறுதி இருக்கிறது என்று பிரபல ஊடகவியலாளர் அனிதா பிரதாப் தெரிவித்துள்ளார்.

இது தொடர்பாக "த வீக்" ஆங்கில வார இதழுக்கு அவர் எழுதிய கட்டுரையின் தமிழ் வடிவம் வருமாறு:

விடுதலைப் புலிகள் இயக்கத்தின் தலைவர் வேலுப்பிள்ளை பிரபாகரன் ஒரு தேசியத் தலைவர், விடுதலைப் போராளி, புரட்சியாளர், கெரில்லா வீரர், கொலையாளி, பாதுகாவலர், கொடுங் கோலர், தொலைநோக்குப் பார்வை கொண்டவர், பயங்கரவாதி எனப் பலருக்கும் பலவகையில் தோற்றம் அளிக்கிறார். அவரைப் போற்றுவதும், தூற்றுவதும் அவரவரின் கொள்கை நிலையைப் பொறுத்தது.

பிரபாகரனின் சிந்தனையில் என்ன ஓடிக் கொண்டிருக்கிறது என்பதை என்னால் தெரிந்து கொள்ள முடியாது. ஆனால் அவர் அச்சம் அடையவோ, விரக்தி அடையவோ இல்லை என்பதை என்னால் உறுதியாகக் கூற முடியும்.

சாவைக் கண்டு அவர் அஞ்ச வில்லை. 17 வயதிலிருந்தே அவர் சாவு டன் உறவாடி வருகிறார். அவர் சிறிதும் தளர்ச்சி அடையாத போர் வீரர். அனைத்து நடைமுறை விடயங்களில் இருந்தும் தத்துவஞானி போல விலகி நிற்பவர்.

எனினும், தனது கொள்கைத் திட்டக் குறிக்கோளான தமிழ் ஈழத்தை அடைவதில், ஊசலாட்டம் அற்ற ஈடுபாட்டை வெளிப்படுத்தி வருபவர்.

இந்தப் போர்ப் பின்னடைவுகள், இலட்சியத்தின் மீதான அவரின் நம்பிக்கையை அல்லது உறுதிப்பாட்டை தளர்வடையச் செய்துவிடுமோ, சீர்குலைத்துவிடுமோ, அழித்துவிடுமோ என்பது எனக்கு ஐயம்தான். அவர் தனது மக்களின் விடுதலைக்காகவே போராடி வருகிறார் என்பதில் அவர் மனத்தில் மிகவும் தெளிவாக இருக்கிறார். அந்தக் கோட்பாட்டுக்காகவே அவர் வாழ்ந்து வருகிறார். அந்தக் கோட்பாட்டுக்காகவே அவர் போராடி வருகிறார். அந்தக் கோட்பாட்டுக்காகவே அவர் சாவதற்கும் தயாராக இருக்கிறார்.

வெற்றிகளும் தோல்விகளும் வரும், போகும். பிரதேசங்களை இழப் பதும், வெல்வதும் உண்டு. போராளிகள் இறப்பார்கள், தோழர்கள் துரோகம் செய்வார்கள். ஆனால் அவரின் இறுதி மூச்சு வரையில், தமிழ் ஈழத்துக்கே அவர் உண்மையானவராக இருப்பார்.

இந்த மோதல் குறித்து நான் 30 ஆண்டுகளாக எழுதி வருகிறேன். ஆனால் விடுதலைப் புலிகள் இயக்கம் அதனுடைய போராட்டத்தில் இந்த அளவுக்குத் தனியாகவும், நண்பர்கள் இல்லாமலும் இதற்கு முன் ஒருபோதும் இருந்தது இல்லை.

பிரபாகரன் அவரின் சொந்தச் செயற்பாடுகள் மற்றும் உலகச் சூழ்நிலை மைகள் ஆகிய இரண்டும் சேர்ந்த கூட்டுக்கலவையினால் பாதிக்கப்பட்டி ருக்கிறார். ராஜீவ் காந்தி படுகொலை செய் யப்பட்டதன் காரணமாக, இந்தியாவை மாற்ற முடியாத கருணையற்ற எதிரியாக அவர் ஆக்கிக் கொண்டார்.

அமெரிக்கா மீது செப்டெம்பர் 11 இல் நடத்தப்பட்ட பயங்கரவாதத் தாக்கு தலுக்குப் பிறகு, ஜார்ஜ் புஷ் அறிவித்த பயங்கரவாதத்துக்கு எதிரான போர்க் கொள்கையால், உலகம் முழுவதும் பயங்கரவாதத்தை சிறிதும் சகித்துக் கொள்ளாத ஒரு சூழ்நிலைமை உருவாக்கப்பட்டு இருக்கிறது.

பயங்கரவாத அமைப்புகளுக்கும் தேசிய விடுதலைக் குழுக்களுக்கும் இடையிலான வேறுபாடுகளை இது மங்கச் செய்துவிட்டது.

உலகில் அரச பயங்கரவாதத்தை எதிர்கொள்ளாத விடுதலைப் படையோ, பதிலுக்குத் தங்களது தேசியவாதக் குறிக்கோள்களை அடைவதற்காக பயங்கரவாதத்தை ஒரு நடைமுறைத் தந்திரமாகப் பின்பற்றாத விடுதலைப் படையோ எதுவும் இல்லை. தான் போற்றி வணங்கும் மாவீரர்களாகப் பிரபாகரன் கருதும் நேதாஜி சுபாஷ் சந்திர போசும், பகத் சிங்கும் இந்தியாவை ஆண்ட இங்கிலாந்து ஆட்சியாளர்களால் பயங்கரவாதிகள் என்று அறிவிக்கப்பட்டவர்கள்தான்.

அண்மைக் காலம் வரையில் நெல்சன் மண்டேலாவும் கூட பயங்கர வாதிகளின் பட்டியலில்தான் வைக்கப் பட்டிருந்தார்.

விடுதலைப் புலிகள் இயக்கம் 30 நாடுகளில் பயங்கரவாத அமைப்பு எனத் தடை செய்யப்பட்டுள்ளது. இது விடுதலைப் புலிகள் இயக்கத்தை அழிப்பதற்கான உலகளாவிய ஒப்புதலை சிங்கள அரசுக்கு வழங்கியிருக்கிறது. இவ்வாறு செய்ததன் மூலம், வரலாற்றில் பெரும் பேரழிவு ஆபத்து ஏற்பட உலகச் சமுதாயம் அனுமதித்து விட்டது.

இது விடுதலைப் புலிகளுக்கு நேர்ந்த துன்பம் அல்ல, தமிழர்களுக்கு நேர்ந்த துன்பம்.

ஓராண்டுக்கும் மேலாக, அப்பாவி களான தனது சொந்த மக்கள் மீதே குண்டு வீசித் தாக்கி வரும் அரசு உலகில் வேறு எங்குமே இருக்காது. இதுபோன்ற குற்றத்துக்கு இஸ்ரேலிய, அமெரிக்க, நேட்டோ படைகள் கூட உள்ளானதில்லை.

மோதல் அற்ற பாதுகாப்புப் பகுதி என்று அறிவிக்கப்பட்ட பகுதியே, தாக்கு தல் நடத்தும் படைகளுக்கும் விடு தலைப் புலிகளுக்கும் இடையே சிக்கியுள்ள அப்பாவித் தமிழ் மக்க ளுக்குப் பெரிய சாவுக் களமாக மாறி வருகிறது.

வெளி ஆட்கள், சுதந்திரமான சாட்சிகள் இல்லாமல் உலகில் எங்குமே போர் நடத்தப்பட்டது இல்லை. ஈராக்கில் இல்லை, ஆப்கானிஸ்தானில் இல்லை, காசா பகுதியில் இல்லை. ஆனால் இலங்கையில், போர்ப் பகுதிக்குச் செல்ல செய்தி ஊடகங்களுக்கும், தன்னார்வ அமைப்புகளுக்கும் தடை விதிக்கப் பட்டுள்ளது. அங்கு உதவிப் பணியாளர் களைக் கொண்டுள்ள ஒரே அமைப்பான அனைத்துலக செஞ்சிலுவைச் சங்கம், அங்கு அப்பாவி மக்கள் பேரழிவு நிலை மையில் இருப்பதாகக் குறிப்பிட்டுள்ளது.

இரண்டரை இலட்சம் தமிழ் மக்கள் இடம்பெயர்ந்துள்ளனர். பல்லா யிரக்கணக்கானோர் அகதிகள் முகாம் களில் சிறை வைக்கப்பட்டுள்ளனர். ஆயிரக்கணக்கானோர் கொல்லப் பட்டுள்ளனர், முடமாக்கப்பட்டுள்ளனர்.

பிரபாகரனை ஆதரித்ததால் தமிழ் மக்களுக்கு இந்தக் கதி வேண்டியதுதான் என்று சொல்பவர்கள் இதயமற்றவர்கள், குருடாகிப் போனவர்கள். பிரபாகரனை ஆதரிக்கிறவர்களும் இருக்கிறார்கள், ஆதரிக்காதவர்களும் இருக்கிறார்கள். எப்படி இருந்தாலும், அவர் மீது செல்வாக்கு செலுத்தக்கூடிய சக்தி அவர்களுக்கு இல்லை.

இந்நிலையில் சாதாரண அப்பாவி மக்களைத் தண்டிப்பதை நியாயப்படுத்த முடியுமா? ஈராக்கில் புஷ் செய்த பாவத்துக்காக அமெரிக்க மக்களை கொல்வது, அவர்கள் புஷ்சை இருமுறை தேர்ந்தெடுத்தவர்கள் என்ற போதிலும், நியாயம் ஆகுமா? இலங்கை படைகள் விடுதலைப் புலிகளை அழிக்க முயல் வதில் தவறு காண முடியாது. ஆனால், அந்த நடைமுறையில், தமிழ் மக்களையும் அவர்களது தாயகத்தையும் இலங்கை அரசு அழிப்பதை நியாயப்படுத்தவோ மன்னிக்கவோ முடியாது.

ஆனால் இது பிரபாகரனை வலுப்படுத்தவே செய்யும். விடுதலைப் புலிகள் போரை வரவேற்கிறார்கள் என் பதை அரசியல்வாதிகளும் அதிகாரி களும் புரிந்துகொள்ள மறுக்கிறார்கள்.

ஏனெனில் அது அவர்களின் அணிகளை பெருகச் செய்கிறது, குறிக் கோள் மீது அவர்களின் உறுதிப்பாட்டை மீண்டும் வலுப்படுத்துகிறது, தனிநாடு கோரிக்கைக்கு இன்னும் உணர்ச்சி மயமான ஆதரவை உருவாக்குகிறது. நான் பார்த்த முந்தைய போர்களில் (அப்போது செய்தியாளர்கள் போர்ப் பகுதிக்குள் செல்ல முடிந்தது) இருந்து, விடுதலைப் புலிப் போராளிகள் போரிடு வதை விரும்புகிறார்கள் என்று தெரிந்து கொள்ள முடிந்தது.

சமாதான காலத்தில் விடுதலைப் புலி கெரில்லாக்கள் கட்டுப்பாட்டுடனும், நிதானத்துடனும் இருக்கிறார்கள். போர்க் காலத்தில் முற்றிலும் மாறுபட்டு அதிக உணர்ச்சியும் மகிழ்ச்சியும் கொண்ட வர்களாக இருக்கிறார்கள்.

விடுதலைப் புலிகளின் கதை முடிந்துவிட்டது என்று இதற்கு முன்பும் பலமுறை கூறப்பட்டுள்ளது. கடந்த காலத்தில் பிரபாகரன் பலமுறை "கொல்லப்பட்டிருக்கிறார்" அல்லது "கொல்லப்படும் நிலையை நெருங்கியி ருக்கிறார்." அவரது பதுங்கு குழியைப் படையினர் எப்போதேனும் நெருங்கும் எனில், பிரபாகரன் தனது சயனைட் குப்பியைக் கடித்து விழுங்கி காவிய நாயகன் நிலையை அடைந்துவிடுவார்.

"தந்திரமான மதிப்பீடுகள் இல்லாத நிலையில், இதுதான் முடிவு ஆட்டம் என்றும், இதுதான் பிரபாகரனின் கடைசி நிலை என்றும் சிங்கள அரசு கூறி வருவதையே பத்திரிகையாளர்களும் திருப்பிச் சொல்லி வருகிறார்கள்.

கடந்த கால அனுபவத்தை வைத்து மதிப்பிடும்போது, இதை நான் சந்தேகிக்கிறேன். பிரபாகரனின் பிடியில் இருந்து கடைசித் துண்டு நிலத்தையும் இலங்கை படை கைப்பற்றிவிடும் என்பது உறுதி. ஆனால், விடுதலைப் புலிகள் இயக்கமே முடிந்துவிட்டது என அதற்குப் பொருளாகாது. அவர்கள் தாங்கள் சிறப்பாகத் தேர்ச்சி பெற்றுள்ள, யாரும் எதிர்பாராத நிலையில் தாக்கும் கொரில்லா போர்முறைக்குத் திரும்பு வார்கள். ஒரு பிரதேசத்தைக் கைப்பற்று வது வேறு என்பதையும், அதைத் தொடர்ந்து கட்டுப்பாட்டில் வைத்திருப் பது பல்வேறு சிக்கல்களை எழுப்பும் என்பதையும் ஏற்கெனவே பல்வேறு படைகள் உணர்ந்திருக்கின்றன.

பிரபாகரன் இதற்கு முன்பும் போர்களில் தோற்றிருக்கிறார். சொந்தப் படை, காவல்துறை, நீதிமன்றங்கள், வரி விதிப்பு முறை முதலியவற்றைக் கடந்த காலத்தில் ஒருமுறை அல்ல பலமுறை அவர் உருவாக்கி இருக்கிறார் அவை எல்லாம் அழித்து ஒழிக்கப்பட்டிருக் கின்றன. எல்லாவற்றையும் மீண்டும் அவர் தொடங்கி உருவாக்கி இருக்கிறார்.

54 வயதாகும் பிரபாகரனிடம், மீண்டும் தொடங்குவதற்கும், மேலும் 20 ஆண்டுக் காலம் தொடர்வதற்கும் இன்னும் போதிய மன உறுதி இருக்கிறது. இன்று பிரபாகரனின் நிலைமை ஆபத்துக்கும் அச்சத்துக்கும் உரியதாகத் தோன்றுகிறது. ஆனால் நல்வாய்ப்புச் சக்கரம் அப்படியே நிற்பதில்லை.

நிலைமைகள் மாறும். அமெ ரிக்கா மாறியிருக்கிறது. உலகம் மாறிக் கொண்டிருக்கிறது. முதலாளித்துவம் மதிப்பிழந்து விட்டது. சோசலிசம் பின் வாசல் வழியாக நுழைந்து கொண்டிருக் கிறது. பெரிய வங்கிகள் எல்லாம் நொடித் துப் போய்விட்டன. தலைப்புச் செய்தி களில் வளவாழ்வுச் செய்திகளுக்கு மாற்றாக துன்பச் செய்திகள் இடம்பிடித்து வருகின்றன.

புதிய காற்று கடந்த காலத்தின் அதீத நம்பிக்கைகள் பலவற்றையும் தூக்கி வீசி வருகிறது. உலக அரங்கில் புதிய வாய்ப்புகள், அணி மாற்றங்கள், முன்மாதிரிகள் நிகழ்ந்து வருகின்றன. அவற்றின் தாக்கம் வெகுதொலைவில் இலங்கையில் உள்ள மூலை முடுக்குகளிலும் உணரப்படும். கண்ணீர்த் துளி வடிவில் அமைந்த அந்த அழகிய மரகதத் தீவு அமைதியுடன் உறவாடுவதற்காகக் காத்திருக்கிறது - என அதில் தெரிவிக்கப்பட்டுள்ளது.
