"...தமிழீழ விடுதலைபுலிகள் குறித்து திரு Donald Camp பேசும்போது இடைமறித்த Brad Sherman அப்படியென்றால் பயங்கரவாதத் தாக்கதலுக்கும் சட்டபூர்வமான கெரில்லாத் தாக்குதல்களுக்கும் என்ன வரைவிலக்கணம் என்று கேள்வி கேட்டார். இந்தக் கேள்விக்கு பதில் சொல்ல Donald Camp முயன்றபோது Brad Sherman இன்னுமொரு கேள்வியை கேட்டார். அப்படியென்றால் அல்கெய்தாவிற்கும் எமது ஜோர்ஜ் வொஷிங்டனுக்கும் என்ன வித்தியாசம்? என்று Brad Sherman கேட்டார். அத்தோடு மட்டும் அவர் விட்டு விடவில்லை. மேலும் ஒரு முக்கியமான கருத்தை அவர் அன்றைய தினம் தெரிவித்தார்.  ‘அமெரிக்கா தன்னுடைய சுதந்திரத்திற்காகப் போராடியபோது ஐரொப்பியாவில் உள்ள எந்த ஒரு நாடாவது எங்களுக்கு அங்கீகாரம் வழங்கியிருக்கும் என்று நீங்கள் சொல்கிறீர்களா? அவர்களுடைய பார்வையில் எமது ஜோர்ஜ் வொஷிங்டனும் ஒரு பயங்கரவாதிதான்!’.."

இலங்கைத் தீவில் சமாதானத்திற்கான காலம் முடிவு பெற்று இப்போது யுத்தத்திற்கான காலம் ஆரம்பமாகி உள்ளது. சரியாக சொல்லப் போனால் இப்போது யுத்தம் ஒன்று நடைபெறத் தொடங்கியுள்ளது என்றே கூறவேண்டும். சிறிலஙகா அரசாங்கத்தின் வன்முறைச் செயல்களும் இராணுவரீதியான தாக்குதல்களும் மட்டுமன்றி, அதனுடைய வார்த்ததைப் பிரயோகமான மட்டுப் படுத்தப்பட்ட இராணுவ நடவடிக்கை என்பது கூட இலங்கைத் தீவில் ஆரம்பமாகியுள்ள யுத்தத்திற்கான காலத்தை அல்லது யுத்தகாலத்தைப் பறைசாற்றி நிற்கின்றன.

சிறிலங்காவின் தற்போதைய அரச அதிபரான மகிந்த ராஜபக்ச கடந்த ஆண்டு இறுதியில் அதிபராகப் பொறுப்பேற்றுக் கொண்டபோது தமிழீழ விடுதலைப் புலிகளின் தலைமைப்பீடம் மீண்டும் ஒருமுறை தன் சமாதானக் கரங்களை நீட்டியது. குறுகிய கால அவகாசத்திற்குள் தமிழர்களின் தேசிய பிரச்சனையை தீர்ப்பதற்குரிய தீர்வை வழங்குவதற்காக ஒரு சந்தர்ப்பத்தையும் புலிகளின் தலைமைப்பீடம் அளித்தது.

பின்னர் நடைபெற்ற ஜெனிவாப் பேச்சுவார்த்தைகளின் முடிவில் சிறிலங்கா அரசின் ஆதரவில் இயங்குகின்ற தமிழ் ஒட்டுக்குழுக்களின் ஆயுதங்களை களைவதற்கு மகிந்த ராஜபக்சவின் அரசு இணங்கியது. இதன்மூலம் தமிழ் ஒட்டுக்குழுக்கள் ஊடாக சிறிலங்கா அரசு மேற்கொண்டிருந்த நிழல் யுத்தமும், வன்முறைகளும் ஒரு முடிவுக்குக் கொண்டு வரப்பட்டு சமாதானப் பேச்சு வார்த்தைகள் சரியான முறையில் அடுத்த கட்டத்திற்கு நகரந்து செல்லக் கூடும் என்ற எதிர்பார்ப்பும் உருவாகியது.

ஆனால் மகிந்த ராஜபக்சவின் ஆட்சி நிலைமையை இன்னும் மோசமாக்கியது. தமிழ் மக்களுக்கு எதிரான மனிதஉரிமை மீறல்களும், வன்முறைகளும் கொலைகளும் முன்னரைவிட அதிகமாயின. முன்னர் நிழல் யுத்தமாகவும் மென் தீவிர யுத்தமாகவும் இருந்த சூழ்நிலை மேலும் விபரீதமாகியது.

 தமிழ் மக்களால் தெரிவு செய்யப்பட்ட நாடாளுமன்ற உறுப்பினர்கள் நாட்டுப்பற்றாளர்கள், தமிழ் அறிவு ஜீவிகள், தமிழ் ஊடகவியலாளர்கள், தமிழ் மாணவர்கள், அப்பாவித் தமிழ் பொதுமக்கள், தமிழ் சிறுவர்கள் ஆகியோரை வகை தொகையின்றி சிறிலங்கா இராணுவமும் அதன் ஆதரவில் இயங்கி வருகின்ற தமிழ் ஒட்டுக்குழுக்களும் கொன்று குவிக்க ஆரம்பித்தன. மகிந்த ராஜபக்ச தனது முன்னோடிகளின் வழியில் தமிழ் மக்களின் மீதான சிங்கள அரச பயங்கரவாதத்தை கட்டவிழ்த்து விட்டார்.

மகிந்த ராஜபக்சவின் இந்தப் பயங்கரவாதச் செயற்பாடுக்ள ஒரு விடயத்தை சந்தேகத்திற்கு இடமில்லாமல் நிரூபித்து நிற்கின்றன. இந்த அரசு-இந்த மகிந்த ராஜபக்சவின் சிங்கள பௌத்த பேரினவாத அரசு தமிழீழ மக்களின் வாழ்வியல் பிரச்சனையையும், தேசியப் பிரச்சனையையும் ஒருபோதும் தீர்த்து வைக்கப் போவதில்லை என்கின்ற விடயம் இப்போது தெட்டத் தெளிவாகப் புரியவைக்கப் பட்டுள்ளது. ஜனநாயக விழுமியங்களைச் சற்றும் மதிக்காத மகிந்த ராஜபக்ச தன்னுடைய பயங்கரவாதச் செயற்பாடுகள் மூலம் தமிழ் மக்கள் மீது பாரிய யுத்தம் ஒன்றை வலிந்து திணிப்பதற்கான சகல முயற்சிகளையும் முழு மூச்சாகச் செய்து வருகின்றார் என்பதும் இப்போது தெளிவாக புலனாகி யுள்ளது.

இவ்வேளையில் சில அடிப்படை யதார்த்தங்களை முன்வைத்து தர்க்கிக்க விழைகின்றோம்.

தமிழீழ விடுதலைப் புலிகள் இயக்கம் இராணுவ ரீதியாக மிகப்பலம் பெற்று நிற்கின்ற காரணத்தினால்தான் முன்னைய சிறிலங்கா அரசு சமாதானப் பேச்சு வார்த்தைகளுக்கு இணங்கியது. ஆனால் இத்தகைய சமாதானப் பேச்சு வார்த்தைகள் ஊடாக விடுதலைப் புலிகள் இயக்கம் அரசியல் மேலாண்மையை அடைவதையோ, அதனூடாக தமிழ் மக்களுக்கு ஒரு நியாயமான சமாதானத்துவம் கிடைப்பதையோ எந்தச் சிங்கள அரசும் இதுவரை விரும்பியதில்லை.

மகிந்த ராஜபக்சவின் அரசும் இதற்கு விதிவிலக்கல்ல ஆகவே பேச்சு வார்த்தைகள் சரியான முறையில் அடுத்த கட்டத்தை நோக்கி நகர்வதனைத் தடுப்பதற்கு உரிய சகல முயற்சிகளையும் மகிந்தவின் அரசு இப்போது மேற்கொண்டு வருகின்றது. இப்படிப்பட்ட வன்முறைகளாலும் மென்தீவிர யுத்தத்தினாலும் தமிழ் மக்கள்மீது வலிந்து ஒரு யுத்தத்தை திணிப்பதன் மூலம் விடுதலைப் புலிகளின் இராணுவ சமநிலை அல்லது இராணுவப் பலத்தை அழித்து விடலாம், அல்லது குறைத்து விடலாம் என்று மகிந்தவின் அரசு மனப்பால் குடித்து வருகின்றது.

முன்னைய சிங்கள அரசுகள் மட்டுமல்ல, தற்போதைய மகிந்த ராஜபக்சவின் அரசும் இராணுவத் தீர்வில்தான் நம்பிக்கை வைத்திருக்கின்றன என்பதைத்தான் இந்தச் செயல்கள் எடுத்துக் காட்டுகின்றன. தொடர்ந்து ஆட்சியில் இருக்கும் சிங்க பௌத்த பேரினவாதச் சிந்தனை என்பதானது இராணுவ தீர்வு என்கின்ற கண்ணாடியூடாகத்தான் தமிழர்களின் வாழ்வியல் பிரச்சனையையும் தேசியப் பிரச்சனையையும் நோக்கி வருகின்றன. எதிர்காலத்திலும் இந்த நோக்கு மாறப் போவதில்லை. ஏனெனறால் சிங்களதேசம் என்பது தான் போரில் அடிவாங்கும் போது மட்டும்தான் சமாதானம் குறித்து பேசும். அடிவாங்காத நேரத்தில் சண்டை குறித்து பேசும். அடிவாங்காத நேரத்தில் சண்டை என்று முறுக்கிக் கொண்டு நிற்கும். அது மீண்டும் ஒருமுறை அடிவாங்கும் போது சமாதானத்தின் ஊடான தீர்வுக்கும் தேவையில்லாது போய்விடும்.!

இங்கே இராணுவம் சமநிலை என்று நாம் கூறும்போது தமிழீழ விடுதலைப் புலிகளின் முழு இராணுவ கட்டமைப்பினையும் நாம் கருத்தில் கொள்ள வேண்டும். கடந்த 2002ம் ஆண்டு பெப்ரவரி மாதம் பன்னிரண்டாம் திகதி அன்று கைச்சாத்திடப்பட்ட யுத்த நிறுத்த உடன்படிக்கையின் போது தமிழீழ விடுதலைப் புலிகளின் இராணுவக் கட்டமைப்பில், கடற்புலிகளும் ஓர் அங்கமாக ஏற்றுக் கொள்ளப்பட்டிருந்தனர்.

 சிறிலங்கா அரசிற்கும், தமிழீழ விடுதலைப் புலிகளுக்கும் இடையில் உள்ள இராணுவச் சமநிலையை நிர்ணயிக்கும் ஓர் அங்கமாக விடுதலைப் புலிகளின் கடற்புலிகளும் இருந்தனர் என்பது ஒரு மறுக்க முடியாத உண்மையாகும். யுத்தநிறுத்த ஒப்பந்தத்தின் சரத்து 1.2.ஊ என்பதானது கடல்வழித் தாக்குதல்கள் பற்றியும் குறிப்பிடுகின்றது. ஆகவே கடந்தவாரம் மே மாதம் 11ம்திகதியன்று நடைபெற்ற கடற்பிரதேசச் சம்பவங்கள் குறித்து அறிக்கை வெளியிட்ட இலங்கை போர் நிறுத்த கணிகாணிப்புக் குழுவின் சில கருத்துக்கள் மிகத் தவறானவையாகும் என்றே நாமும் கருதுகின்றோம்.

" சிறீலங்காவைச் சுற்றியுள்ள கடற்பிரதேசமானது அரசாங்கத்தின் கட்டுப்பாட்டில் உள்ளதாகும். அரச சார்பற்றோர் எவரும் கடல் மற்றும் வான்வழிகளைப் பயன்படுத்த முடியாது. விடுதலைப் புலிகளுக்கும் உரிமை இல்லை"

-என்று இலங்கைப்போர் நிறுத்த கண்காணிப்புக் குழு கருத்து வெளியிட்டிருந்தது. இது அடிப்படை உண்மையைத் திரித்துக் கூறுவது மட்டுமல்லாது களயதார்த்தத்தையும் புறக்கணிப்பது ஆகும்.

அன்புக்குரிய வாசகர்களே! இவ்வேளையில் ஒரு முக்கியமான கருத்தைத் தர்க்கிக்க விழைகின்றோம்.

சிறிலங்காவின் இறைமை என்ற சொல் களயதார்த்தத்தில் இன்று இல்லை! குறிப்பிட்ட நிலப்பரப்பை எவ்வாறு தமிழீழ விடுதலைப்புலிகள் தமது கட்டுப்பாட்டிற்குள் வைத்திருக்கின்றார்களோ, அதேபோல் குறிப்பிட்ட கடற்பரப்பையும் தமிழீழ விடுதலைப்புலிகள் தமது கட்டுபபாட்டிற்குள் வைத்திருக்கின்றார்கள். புலிகளின் கடற் கட்டுப்பாட்டுப் பகுதியை மட்டும் ஏற்பது என்பது இராணவச் சமநிலையை மட்டுமல்ல புரிந்துணர்வு ஒப்பந்தத்தையும் குலைக்கும் செயலாகும்.

தமிழீழ விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பகுதிக்குள் இருக்கும் நிலப்பரப்பை புரிந்துணர்வு ஒப்பந்தத்தின் சரத்துக்கள் 1.4, 1.5, 1.6, 1.7. மற்றும் 1.9, என்பவை ஏற்றுக் கொள்கின்றன. இவற்றை ஏற்றுக்கொண்டு அன்று சிறீலங்கா அரசு ஒப்பந்தத்தில் கையொப்பம் இட்டபோதே இறைமை என்ற சொல் அர்த்தம் இன்றிப் போய்விட்டது!

நிலப்பரப்பைப் பொறுத்தவரையில் சிறிலங்கா அரசிற்கு இறைமை இல்லை. ஆனால் கடற்பரப்பைப் பொறுத்தவரையில் மட்டும் இறைமை இருக்கின்றது என்ற புதிய வாதத்தை கண்காணிப்புக் குழு வைப்பது தவறாகும்.

தவிரவும் சிறிலங்காவின் இறைமையின் ஊடாக புரிந்துணர்வு ஒப்பந்தம் தயாரிக்கப் படவில்லை. சிறிலங்காவின் இறைமையின் ஊடாக புரிந்துணர்வு ஒப்பந்தம் கைச்சாத்திடப் படவும் இல்லை. ஆகவே புரிந்துணர்வு ஒப்பந்தத்தின் ஊடாக சிறிலங்காவின் இறைமை பற்றி கண்காணிப்புக் குழு பேசமுடியாது அது மிகத் தவறான செயல் மட்டுமல்ல, நிடுநிலை தவறிய செயலுமாகும்.

ஆகவேதான் கடந்த வெள்ளிக்கிழமை பன்னிரண்டாம் திகதியன்று போர்நிறுத்தக் கண்காணிப்புக் குழுவின் தலைவர் உல்ப் ஹென்றிக்சனைச் சந்தித்துப் பேசிய விடுதலைப் புலிகளின் அரசியல் துறைப் பொறுப்பாளர் திரு சு.ப.தமிழ்ச்செல்வன் அவர்கள் புலிகளின் தலைமைப் பீடத்தின் மிக்க கடுமையான அதிருப்தியைiயும், கண்டனத்தையும் தெரிவித்திருக்கின்றார்.

தவிரவும் புரிந்துணர்வு ஒப்பந்தமும் தொடர்ந்து நடைபெற்ற சமாதானப் பேச்சு வார்த்தைகளும் தமிழீழ விடுதலைப்புலிகளையும் சிறிலங்கா அரசையும் சமதரப்பினராக சமபங்காளிகளாக ஏற்றுக் கொண்டிருப்பதன் அடையாளங்களாகும். ஆனால் போர்நிறுத்தக் கண்காணிப்புக் குழுவின் தற்போதைய அறிக்கை தமிழீழ விடுதலைப் புலிகளை ஓர் அரச சார்பற்ற சக்தியாக காக்க முனைவதானது ஒட்டு மொத்த தமிழீழ மக்களையும் அவமானப் படுத்த முயலும் செய்கை மட்டுமல்லாது தமிழ் மக்களின் உரிமைப் போராட்டத்தைக் கொச்சைப் படுத்துவதும் ஆகும்.

கண்காணிப்புக் குழுவின் முன்னாள் தலைவர் மறைந்த மேஜர் ஜெனரல் துறொன்ட் புறுகொல்டே அவர்கள் இலங்கைப் பிரச்சனை குறித்து எழுதிய ஆய்வுக் கட்டுரையினை தற்போதைய தலைவரான மேஜர் ஜெனரல் உல்ப் ஹென்றிக்சன் ஊன்றிப் படிப்பது அவருக்குச் சில தெளிவுகளைத் தரக்கூடும். மறைந்த மேஜர் ஜெனரல் துறொன்ட் புறுகொல்டே எழுதிய ஆய்வுக் கட்டுரையில் இருந்து சில கருத்துக்களை கீழே தருகின்றோம்.

‘சிறிலங்கா அரசுக்கும் விடுதலைப் புலிகளுக்குமிடையில் போர்நிறுத்த உடன்படிக்கை கைச்சாத்திடப்பட்டு நான்கு ஆண்டுகள் கடந்திருக்கும் நிலையிலும் சமாதானத் தீர்வுக்கான அடிப்படைகள் இன்னும் எட்டப் படவில்லை. ------ தனக்கு சாதகமற்ற விட்டுக் கொடுப்புக்களுடன் பேச்சு வார்த்தைகளை அடிப்படையாகக் கொண்ட சமாதானத் தீர்வுகளை ஏற்றுக் கொள்வதற்கு சிறிலங்கா அரசாங்கம் உடன்படாமையே இன்றைய நெருக்கடி நிலைக்கான மூலகாரணியாகும்.----- சிறிலங்கா அரசாங்கத்தின் முக்கிய உறுப்பினர்கள் பாதுகாப்புத் துறைத் தலைமை ஆகியோர் இன்னமும் இராணுவத்தீர்வில் நம்பிக்கை கொண்டவர்களாக உள்ளனர்.

அதாவது தமிழர்களை அடிபணிய வைப்பதன் மூலம் சமாதானத்திற்குரிய தமது நிபந்தனைகளைத் திணிக்க முடியுமென்று நம்புகின்றார்கள். இராணுவத்தின் தீர்வு மீதான அரசாங்கத் தலைமையின் நம்பிக்கை மிக ஆபத்தான உண்மையை பிரதிபலிக்கின்றது. ---- ஒற்றையாட்சியைப் பாதுகாக்கின்ற இராணுவ மேலாண்மைதான் சிறிலங்கா அரசின் முதன்மைக் கொள்கை வகுப்பிற்குரிய கருவியாகக் கைக் கொள்ளப்படுகிறது.

ஒரு தெளிவற்ற கோட்பாட்டின் அடிப்படையில் உருவகப்படுத்தப்பட்டுள்ள(து) இந்தச் சிந்தனை -------------- தமிழீழ விடுதலைப் புலிகள் தமது நடவடிக்கைகளை வித்தியாசமான முறையில் நெறிப்படுத்தி வருகின்றனர். விரைந்து மாறுகின்ற இன்றைய உலக ஒழுங்கிற்கு ஏற்ற சிந்தனை வீச்சுடன் விடுதலைப்புலிகள் செயற்படுகின்றார்கள்.-------‘

- இவ்வாறு கண்காணிப்புக் குழுவின் முன்னாள் தலைவரான மறைந்த மேஜர் ஜெனரல் தறொண்ட் புறுகொல்டே எழுதியுள்ளார். இந்த எழுத்துக்கள் நிதர்சனத்தைப் படம் பிடித்துக் காட்டுகின்ற சத்திய எழுத்துக்கள் அல்லவா?

ஆனால் சம்பந்தப்பட்ட உலகநாடுகள் சில உண்மையை அறிந்தும் அயியாதது போல் நடித்துக் கொண்டிருப்பதை நாம் காண்கின்றோம். ஆயினும் ஒரு வித்தியாசத்திற்கு அண்மையில் அமெரிக்காவில் நடந்த ஒரு கருத்தாடலை நாம் இங்கே சுட்டிக் காட்ட விரும்புகின்றோம். கடந்த மார்ச் மாதம் 15ம்திகதி House International Relations இன் உபகுழு  குறித்து ஒரு கூட்டத் தொடரை நடாத்தியது.

இக்கூட்டத்தில் தமிழீழ விடுதலைப்புலிகள் குறித்த கேள்விகளுக்கு Deputy Assistant Secretary of Stated for South Asia affairs திரு Donald Camp பதிலளித்தார். பயங்கரவாதம் குறித்த வழமையான கருத்துக்களை திரு Donald Camp வெளியிட்டுக் கொண்டிருந்தபோது Brad Sherman என்பவர் பல குறுக்கு கேள்விகளை Donald Camp டம் கேட்டார். இந்த Brad Sherman என்பவர் அமெரிக்க காங்கிரஸ் சபையின் கலிபோனியாவிற்கான உறுப்பினர் ஆவார். அமெரிக்க ஜனநாயக கட்சியை சேர்ந்த Brad Sherman பிறப்பால் யூத இனத்தை சேர்ந்தவர் ஆவார்.

சிலவேளைகளில் எதிர்பாராத இடங்களில் இருந்தும் உண்மை வெளிப்படக்கூடும் என்பதைத்தான் இச்சம்பவம் நிரூபிக்கிறது. ஆயினும் நாளை தமிழ்மக்கள் மீது சிங்கள அரசு போரை வலிந்து திணிக்கும்போதும் உலகநாடுகள் சிங்களத்தின் பக்கமே சார்ந்து நிற்கும். தமிழீழ விடுதலைப் புலிகள் இயக்கம் மீது மேலும் பல தடைகள் போடலாம். ஆனால் ஒரு கட்டத்திற்கு மேல் தடைகளும், அழுத்தங்களும் வலுவிழந்து போகும். தமிழீழ விடுதலைக்கான போராட்டம் மேலும் முனைப்போடு நடைபெற்று தமிழினம் சுதந்திரக் காற்றை சுவாசிக்கும்.

முற்கூறிய கருத்துக்களை நாம் பல காலமாக மீண்டும் மீண்டும் கூறிவருவதற்கு உரிய காரணங்கள் உள்ளன. உலக சுதந்திரப் போராட்ட வரலாறும், போரியல் வரலாறும், தமிழீழ மக்களின் சுதந்திரப் போராட்ட வரலாறும் தந்த பட்டறிவுதான் இது! உண்மையான சமாதானத்திற்கு வழி போருக்கு ஆயத்தமாக இருப்பதுதான். தமிழீழ விடுதலைப் புலிகளும் போருக்கு ஆயத்தமாகத்தான் இருக்கின்றார்கள் என்றே நாமும் எண்ணுகின்றோம்.

‘குழப்பகரமான காலம் இது’ என்று நாம் இக்காலகட்டத்தை தவறாக எண்ணிக் கொண்டு நிற்கின்றோம். தமிழீழத் தேசியத் தலைவர் மேதகு பிரபாகரன் அவர்கள் அண்மைக் காலத்தில் தெரிவித்த கருத்து ஒன்றை இவ்வேளையில் மேற்கோள் காட்டுவது மிகப்பொருத்தமானது என்று நாம் கருதுகின்றோம். பலருடைய குழப்பங்களைத் தலைவரின் இக்கருத்து தீர்த்து வைக்கும்.

தமிழீழத் தேசியத் தலைவர் கூறிய கருத்து வருமாறு:

“இலக்குக் குறித்து நான் மிகத் தெளிவாக இருக்கின்றேன். ஆகையால் இடையில் நடப்பவை என்னைக் குழப்பத்தில் ஆழ்த்துவதில்லை”
 

The Leadership of the Liberation Tigers of Tamil Eelam (LTTE) once again offered its hands seeking peace when Mahintha Rajapakse assumed power as the President of Sri Lanka at the end of last year. It offered the opportunity of a short period of time to resolve the national issue of the Tamils. At the Geneva talks that followed, Mahintha Rajapakse's government pledged to disarm the Tamil paramilitary groups operating with its blessings. This gave rise to the hope and expectation that the Shadow War waged using the Tamil paramilitary groups and the ensuing violence would end and that the peace talks would move effectively to its next stage.

But Mahnitha Rajapakse's regime has only aggravated the situation. Human rights violations, violence and killings of the Tamils escalated. The war which had been a shadow war and low intensity war in the past assumed excruciating proportions. Parliamentarians elected by the Tamils, intellectuals, journalists, students, innocent civilians, children, all of them Tamils are being killed wantonly irrespective of age or gender in alarming numbers by the Sri Lanka Army (SLA) and the paramilitaries operating with it. Mahintha Rajapakse too, following in the footsteps of his predecessors, has unleashed State terrorism on the Tamils.

The state terrorism of Mahintha Rajapakse proves one thing beyond any doubt. That this regime - Mahintha Rajapakse's Sinhala Buddhist chauvinistic government - will never resolve the Tamils' problems of living a normal life and their national issue is crystal clear. It is quite evident that Mahintha Rajapakse, with scant respect to democratic values, is all out to thrust a great war on the Tamils through his state terrorist activities.

We wish to discuss certain basic realities in this context.

It is a fact that the former Sri Lanka regime agreed to hold peace talks only because of the greater combat strength of the LTTE. But no Sinhala regime so far has ever wished the LTTE achieving a legitimate political status by the Talks or the Tamils accruing a justified peace through the Talks. And Mahintha Rajapakse's regime is no exception of this. Therefore it is engaged in all possible pursuits to obstruct the peace talks moving on to the next stage. His regime dreams that it can neutralize LTTE's military strength or reduce it by forcing a war on the Tamils through its violence and low intensity war.

This shows that not only the previous Sinhala regimes, but Mahintha Rajapakse's too believe only on a military solution to the conflict. The Sinhala hegemony ideals continuing in power from the inception, view the Tamils' life problems and their national issue as matters that could be resolved only through military action. This attitude is not going to change even in the future.

The Sinhala nation resorts to talk peace only when it gets beaten in the war. In the absence of assaults it will speak of war and flex muscles in threats. But the next time it gets a beating there would not be any need for a solution through peace!

When we speak of the balance of military strength we should take the entire military structure of the LTTE into consideration. The Sea Tigers is an accepted integral limb of the LTTE military structure in the Cease Fire Agreement (CFA) signed on the 12th February 2002. It is an undeniable fact that the Sea Tigers was an aspect which determined the balance of military power between the GoSL and the LTTE. The 1.2 clause of the CFA includes sea offensives too. According to this clause, we too consider some views expressed in the Sri Lanka Monitoring Mission's statement on the 11th of May as entirely wrong. The SLMM statement said that the sea around Sri Lanka is in the control of the GoSL and that non-state parties cannot use the sea and air space of Sri Lanka. This statement, not only is a twisted truth but one which rejects the ground reality too.

Dear readers! We wish to discuss an important view in this context.

The word Sovereignty of Sri Lanka is no longer valid in the present ground reality ! The LTTE is in control of their seas as obviously as they are in control of their land territories. Rejection of the LTTE's right to their seas will not only impair the balance of military strength but will unravel the Memorandum of Understanding (MOU) /CFA too. The clauses 1.4, 1.5, 1.6, 1.7 and 1.9 of the MOU/CFA openly accept the land territories within the control of the LTTE. The word Sovereignty of Sri Lanka lost its meaning with the very signing of the CFA!

The argument placed by the SLMM that the GoSL has no sovereignty over the LTTE land territories but has it over the LTTE seas is wrong.

Further more, the MOU/CFA? came into being not because or on the basis of Sri Lanka's sovereignty. Nor was it signed on the basis of Sri Lanka's sovereignty. Therefore the SLMM cannot issue statements or speak about Sri Lanka's sovereignty on the basis of the MOU/CFA? Not only this is absolutely wrong but an obvious act of partiality too!

Therefore Mr. S. P. Thamilchelvan conveyed the LTTE leadership's strong condemnation and dissatisfaction to the SLMM Chief Mr. Ulf Henrickson when he met him on the 12th May 2006. Besides, the CFA and the Geneva Talks are obvious evidence that the GoSL and the LTTE are indeed equal parties in this conflict solving exercise. The SLMM statement trying to depict the LTTE as non-state party is an attempt at insulting the entire Tamils and to disparage their struggle for their rights.

We would like to recommend an intensive reading of the previous head of the SLMM, Late Maj. Gen. Trond Furuhovde's article on the Sri Lankan conflict to the present head of the SLMM Maj. Gen. Ulf Henrickson. This might help him to have a clearer understanding of the real situation.

......The basis for a peace solution is yet to be reached even after four years have passed after the signing of the CFA by the GoSL and the LTTE. The reluctance of the GoSL to accept solutions based on negotiations involving concessions disadvantageous to it, is the main reason for the present critical situation..... Its central political players and its Military leadership still believe a military solution to the conflict is possible. That is, they believe they could force their own conditions for peace on the Tamils by subjugating them by military force. This reflects a dangerous perception of reality and lacks a "Realpolitik strategic basis," required to handle Sri Lanka's war..... Military supremacy to safeguard the unitary rule is the principal tool of the GoSl in the formulation of its principles. This concept is based on an unclear principle... Tamil Tigers, on the other hand, have organised their actions differently. They employ strategic dynamic thinking. The Tigers are able to adapt to the changes in a globalised world...

Are not these words of the previous SLMM head, Late Maj. Gen. Trond Furuhoved, words of truth, accurately portraying the reality?

Yet, we see that some countries, though aware of the truth, pretending as if they are unaware of it. We wish to present, for a change, a recent discussion in America on 'Asia Pacific' on March 15th by the sub-committee of the House International Relations.

Mr. Donald Camp, the Deputy Assistant Secretary of State for South Asia affairs was answering questions related to LTTE. As he was expressing his customary views Mr. Brad Sherman, Congress member for California, interrupted with many questions. Brad Sherman is a Jew by birth and of the American Democratic party.

He interrupted with the question: So what are the legal definitions for terrorist attacks and legal guerrilla attacks? Before Mr. Donald Camp could answer this question Mr. Brad Sherman flung another question: So what is the difference between Al-Quaida and our George Washington?

Brad Sherman did not stop with this. He followed with an important observation on that day.

'... Do you think any country in Europe would have accepted our struggle when America fought for its Liberation? Our George Washington too is a terrorist in their view!...'

This incident proves that Truth may reveal itself from the most unexpected sources. However, when the GoSL forces a war on the Tamils tomorrow, the countries of the world will definitely be with Sri Lanka, supporting it. The LTTE may be victimised by some more proscriptions. But, these proscriptions and sanctions will loose their bite after a certain stage. The struggle for the liberation of Tamil Eelam will grow more intensive and the Tamil race will breathe the air of Freedom.

There are reasons for us in repeating the same views. These views are but the direct results of the experience gathered through learning about the Freedom struggles of the world, the history of War craft and the history of the Freedom struggle of the Tamils! The only way for real peace is to be ever ready for a war! We too assume that the Liberation Tigers are ready for war. Our calculations are wrong if we think that we are in a confused state and time. We feel it is most appropriate to quote a recent statement by the LTTE leader, Mr. V. Pirabaharan:

"I am very clear about the goal; therefore what happens in between does not confuse me"
