India adds clause for resolution of Sri Lanka conflict

COLOMBO. DEC. 9. India today made it amply clear that any solution to the Sri Lanka's conflict resolution process will have to ensure the working of democracy, pluralism and human rights on the ground. This important position, which has been repeatedly conveyed to the main Sri Lankan political players, today found expression in a formal statement.
India has consistently held the view that it supported a peaceful, negotiated settlement that met the just aspirations of all elements of the Sri Lankan society within the island's framework of unity, sovereignty and territorial integrity.
Today, it added the another important clause, "besides ensuring that the principles of democracy, pluralism and human rights are respected on the ground.''
The important shift was made clear today in a press statement by the Indian High Commission at the conclusion of a two-day visit by the Foreign Secretary, Kanwal Sibal.
The Indian position is bound to come as an important marker of the conflict resolution process, as India's views are of utmost importance to any resolution of the conflict.
The statement also comes in the wake of the recent agreement between Colombo and the LTTE that they would explore a ``federal model'' to reach a solution within the framework of a united Sri Lanka.
There are serious concerns about the political shape of any power-sharing model as well as its ground-level implementation.
Apart from the domestic issues involved, the serious question of the extradition of the LTTE leader, V. Prabakaran, a key accused and proclaimed offender in the Rajiv Gandhi assassination case, is of primary concern to any post-conflict scenario.
Sibal meets Chandrika
Earlier, before his departure from Colombo, Mr. Sibal called on the President, Chandrika Kumaratunga, the Prime Minister, Ranil Wickremesinghe, and the Foreign Affairs Minister, Tyronne Fernando.
In addition, he had discussions with the Chief Government negotiator, G.L.
Peiris, and Ministers, Rauff Hakeem, Karu Jayasuriya and Rohita Bogollogama, the release said.
``The variety and depth of exchanges with political and governmental personalities of Sri Lanka was most useful and productive in terms of bilateral political understanding and briefing on the developments related to the ongoing peace process,'' the statement added.
