Thimpu Talks - July/August 1985

Initial cease fire proposal - April/May 1985
presented by the Eelam National Liberation Front (ENLF) consisting of the Liberation Tigers of Tamil Eelam (LTTE), Tamil Eelam Liberation Organisation (TELO), Eelam Revolutionary Organisation of Students (EROS) and the Eelam Peoples Revolutionary Front (EPRLF)


Stepwise Cease-fire

1. Government side - Home Guards/civilians/voluntary forces to be disarmed. ENLF side - will not attack para military forces.

2. Government side - status quo with regard to settlements to be maintained. No effort direct or indirect to change the demographic pattern to be made during the cease fire period. ENLF side - Settlements already in existence , will not be attacked.

3.(a) Government side - Security forces to be withdrawn to barracks. No patrolling/search/destroy mission to be undertaken. ENLF side - Stop attacks against security forces including police establishments - mining of roads, rail tracks, buildings.

3.(b) Government side - No new camps to be established. All camps opened since 18th June 1985 should also be closed. ENLF side - No new camps to be established.

3.(c) Government side - all check posts of security forces to be removed. ENLF side - No stoppage of traffic in the roads in North and East.

Note:

a) There should be an independent agency to check cease fire violations. Representatives of Tamil Organisation and Sri Lankan Government to be formed in each district and should be allowed to visit the places of incidents to make an on the spot enquiry and report results.

b) Amnesty International or a similar agency should also be allowed in as observers, with the teams to examine the conditions of the prisoners, facilities provided and monitor the release.

c)Prevention of Terrorism Act ( PTA) & other Emergency Regulations including surveillance should be removed. No arrests connected with past act under PTA should be made during cease fire.

d) All those in custody against whom no charges have been filed upto 18th June should be released.

Neo-Fascist Sri Lankan State must refrain from the following:

a. Induction of men and military hardware from outside.

b. Carrying arms when "security forces" move outside camps.

c. Attacking civilians (including ex-MPs), Clergymen, Trade Unionists.

d. Burning civilians and their property, including private, public, industrial and commercial property.

e. Raping and indulging in abduction and other abuses.

f. Destroying moveable property and hijacking vehicles.

g. Looting, robberies, extortion and harassment. of traders and others.

h. Attacking fishermen.

i. Stopping the mobility of people especially in plantations.

j. Induction of mercenaries from agencies like MOSSAD, SAS etc.
