Dear Prime Minister,
We are pleased to receive your letter dated 21st
September 1994 in which you have nominated your Government's representatives for
preliminary talks.
We are glad to inform you that your nominees are welcome in Jaffea any
time between 12th - 15th October 1994. Nevertheless, the 13th - 14th 0ctober 1994 will be
the most convenient dates for us.
We wish to assure you that the LTTE will assume full responsibility for
the safety and security of your representatives during their stay in Jaffna. The details
of the venue and other related matters will be communicated to you through the good
offices of the ICRC in Jaffna.
